![]() Watch the Imagine Bloomington 2025 video Imagine Bloomington 2025Strategic planThe City Council and Port Authority have completed Bloomington's strategic plan, Imagine Bloomington 2025. The plan defines the City's strategy for development, redevelopment, City services, infrastructure, and fiscal strength and stability for the next 20 years. The planning process began in the fall of 2006, when a series of town hall meetings and focus groups were held to gather community input on Bloomington's future. A new community vision arose after merging the key components of Bloomington's tradition of success - its people, neighborhoods, businesses and government with the unifying theme of sustainability. In 2007 and 2008, Strategic initiatives were developed in furtherance of the community vision. Additional planning efforts are underway or complete for three districts that are likely to see redevelopment in the next 20 years.
District plansThe following district plans are underway or are completed for the areas in the city that are forecasted to have 85 percent of the city's commercial growth over the next 20 years. Normandale Lake DistrictThe northwest area of Bloomington along Normandale Boulevard and Bush Lake Road, between I-494 and West 84th Street contains 15 percent of Bloomington's future commercial and residential development potential. Penn American DistrictThis district encompasses the area along American Boulevard West predominately between Penn Avenue and I-35W. South Loop District(formerly Airport South) The area bounded by I-494 on the north, TH 77 on the west, and the Minnesota River on the south and east has a unique mix of assets. Related projects
